MSU inks 8 MoUs at Vibrant Gujarat

M S University has inked eight Memorandum of Understanding (MoUs) for research exchange programmes at the international round-table for academic institutions, which was held on Monday in Gandhinagar as part of Vibrant Gujarat summit.
The varsity has inked the MoUs with California State University, Tajen University of Taiwan and France-based INSA de Rouen. The MoUs for industrial tie-ups were signed with Finland-based Arbonaut Limited, Siemens Limited, Apollo Tyres, FAG and city-based Sanghvi Forging.

The MoU between MSU and California State University is in the area of entrepreneurship development and the one with Tajen University is in the areas of environmental science, biotechnology, climate research and water technology. France’s INSA de Rouen (National Institute of Applied Sciences) has inked an understanding with the university in the field of industrial mathematics.

A total 65 MoUs were signed during the round-table which saw presence of a number of foreign universities, including the University of Oklahoma, University of Nevada, Korea Institute of International Economic Policy and University of Saskatchewan, Canada apart from California State University and Taiwan’s Tajen University.

Proposed 48 lakh jobs, but created only 2.7 lakh by Vibrant Gujarat MoUs

MoUs signed in the four summits so far envisaged 47.95 lakh jobs, but official figures show only 2.7 lakh people have been employed in 8 years

There shouldn’t have been any unemployment in Gujarat if all the jobs proposed in the memoranda of understanding (MoUs) signed during vibrant Gujarat summits were actually created.
A close look at government figures reveal that MoUs failed to generate the envisaged jobs as only 2.7 lakh people in the state landed jobs since 2003 when the first summit was hosted as against the proposed 47,95,095 employment opportunities.

The poor conversion rate of MoUs and hence generation of employment is reflected in the figures available with Directorate of Employment and Training at Gandhinagar. As many as 17,19,099 people were employed in the private and public sectors in 1995. The figure went up to 19,40,002, including 2.87 lakh women, in 2010. This translates into a rise of 220,903 jobs.

Incidentally, in 2003 when the first summit was organised, 16,30,896 people were in jobs in private and public sectors. By 2009 the figure went up to 19,04,000. “It means that only 2,73,104 jobs have been added since the first summit and all these jobs cannot be credited to the four summits,” said an official at the Directorate of Employment and Training.

“About 50,000 people were absorbed in the private sector in the last one year. Most of these employment opportunities were in service industry like mobile telephony and banking. Big industrial houses have failed to generate significant employment for the people in the state.

Vibrant Gujarat Summit: 74 education MoUs signed

The Vibrant Gujarat Summit 2011 will begin on today January 12, but pre-event seminars like the International Round Table of Academic Institutions (IRAI) have already witnessed the signing of 74 Memorandums of Understanding (MoUs) on Monday.

Officials and academicians of Gujarat-based universities, industries and foreign universities and research institutes discussed and explored various areas of research at Pandit Deendayal Petroleum University (PDPU), Gandhinagar.

Nearly 33 delegates from 25 universities of 9 countries discussed the possibilities of research collaborations, students and faculty exchange programmes and curriculum development.

Officials from various foreign universities shared information on the facilities and expertise available in their institutes.

14 MoUs have been signed by Gujarat Technological University (GTU) with University of Oklahoma, Kansas University and GeoGlobal Research Institute, student and faculty exchange programme.
11 MoUs for curriculum development and visiting faculty with various industry bodies and business houses were also inked.
PDPU signed 12 MoUs with University of Western Ontario, University of Oklahoma, University of Sasktchewan, Texas A&M University and industries & institutes such as American Jewish Committee, Dahej SEZ, Gujarat Power Corporation Ltd., Shell & Total, Shell Hazira, Tata Power, Jubiliant Oil & Gas, Institute of Seismological Research and Gujarat State Disaster Management Institute (GIDM).
Gujarat University did not sign a single MoU with a foreign institute or industry.
Bhavnagar University signed 10 MoUs with industries of the state.
Knowledge Consortium of Gujarat signed 9 MoUs with institutes like College of Environmental & Health Sciences, Tajen University, Karolinska Institute School of Public Affairs, Department of Urban Planning, University of California Los Angles (UCLA) among others.

However, details of most of the MoUs are yet to be discussed. “These MoUs have been signed on primary discussion and expressions of interests. However, the minute details will now have to be worked out. These are only MoUs for research activities and students and faculty exchange programmes. MoUs for investments in the education sector in the state would be signed on January 12 during the global summit,” the Gujarat state principal secretary said.

The state through its Knowledge Consortium of Gujaratsigned 9 MoUs with institutes like College of Environmental & Health Sciences, Tajen University, Karolinska Institute School of Public Affairs, Department of Urban Planning, University of California Los Angles (UCLA) among others.

Vibrant Gujarat 2009 & List of MoUs

I was amongst the fortunate 5000 people to witness one of the most important event in history of India. All roads leading to the venue were jam packed and it took 75 minutes to cover a distance of 6 kms which on an average busy day would take about 10 minutes. Senior IAS officers, MLAs and MPs were seen standing (the VVVIP section saw 3-4 senior industrialists sharing the Sofa meant for 2) in the crowd for 3 to 4 hours and thousands were denied entry in the Inauguration hall.

Forget Sabeer Bhatia. Forget the 750,000 crores worth of investment that were promised on the first day or the total of 1,200,000 crores of MOUs. You needed to feel the euphoria in the atmosphere. Imagine a MP of Britain (country which denied visa to Mody) or Canada praising the state and the CM as if they were praising their own hero. Imagine Gardiner, the British MP chanting first few lines of Vande Matram. Imagine the doyens of Indian Industry who qued up to announce thousands of crores worth of investment (repeatedly the likes of Birlas, Ruias, Dhoots, Adanis etc. were told to limit their 2 minute speeches to announcements only but they could not resist praising the state and the CM). Imagine Giants like Mittal and Ambani wishing openly that Modi becomes the next leader of India.

Question is – Will these MOUs result in actual projects? If yes, How much of it will actually materialize into brick and mortar?

Firstly we have to understand that the MOUs are signed by individuals and corporate. Though there was good amount of inducement, all MOUs were offered by public to Govt. of Gujarat. The no. of MOUs are huge (about 8500) indicating massive participation by public at large. They are in various fields, at various geographical locations and their structure is different. Many of the MOUs may turn out to be ‘ wishful thinking’ or an attempt to hog limelight. Many Entrepreneurs may be looking at making a quick buck or having an eye on Government ‘support’ in terms of cheaper land allotment or other favors.

However a sizeable of these intents are of serious nature. And law of probability will apply to them. Even if a conservative 20% of these intents take off and a 10% of them result in actual projects, we are talking about investment of 120 thousand crores. In 2007, according to K. V. Kamath’s estimate, the total investment pipeline of India stood at about 250 thousand crores. We are talking about more than 45% of that.

It will be an all round investment unlike in other states. A major portion has gone into infrastructure which will have a long term effect on the state economy. The major players on the DMIC route are yet to announce their plans and rumors are that these announcements are going to be huge.

History will record the Vibrant Gujarat Investors summit 2009 as a beginning of a new era not only in Gujarat but also India.

39 MoUs worth Rs 41K crore in the chemicals and petrochemicals sector!

With a proposed capital investment of over Rs 41,000 crore, 39 MoUs (Memorandums of Understanding) were signed in the chemicals and petrochemicals sector on the second and final day of Vibrant Gujarat Global Investor’s Summit (VGGIS) here on Tuesday.

The biggest investment in the sector coming in the form of Rs 10,000 crore joint venture between the three public sector enterprise Gujarat State Fertilizer Company (GSFC), Gujarat Narmada Fertilizer Company (GNFC) and Gujarat Alkali and Chemicals Ltd (GACL).

Under the joint venture, a rubber, phenol, bisphenol, polycarbonate and PVC unit will be set up at Dahej.

Nidhi Mining has pledged investment of Rs 4600 crore at Lakhpat in Kutch, which is estimated to give employment to 1500 people.

State Energy Minister Saurabh Patel said that the investments in chemicals and petro-chemicals sector will help in providing employment to 14,070 persons in different capacities.

Principal Secretary, Energy & Petrochemicals department, S Jagadeesan said that fertiliser major IFFCO would be bringing investment to the tune of Rs 4000 crores at Kalol for an ammonia and urea plant, which would provide employment to around 5,000 people.

Other MoUs signed today includes that of Euro Ceramics which pledged Rs 3,000 crore investments in Bhavnagar district

MoUs worth Rs 30,000 crore during the Vibrant Gujarat Global Investors Summit’s Day 1!

MoUs worth at least Rs 7 lakh crore are likely to be signed during the two-day investors’ meet With the state government dishing out new sops, the IT (Information Technology) and ITeS (Information Technology Enabled Service) sectors are likely to steal the show at the two-day Vibrant Gujarat Global Investors’ Meet from January 12.

The state government officials are expecting MoUs worth Rs 30,000 crore during the congregation, almost double the amount compared to the previous edition of the meet. The MoUs are likely to throw open three lakh jobs.

Around 500 delegates from the leading IT firms across the globe are expected to attend the meet. Several top IT and ITeS companies, including NASSCOM, Microsoft, IBM, QX, MPHASIS, L&T Infotech, eInfochips, Patni and DLF, have been invited to the meet. Most of these companies have confirmed participation.

According to sources, the changes in the state government’s IT policy would woo the best firms in the circuit to invest in Gujarat. Besides exempting the duty on power supply, the state government has decided to give IT firms 50 per cent waiver on stamp duty. The floor space index for IT and ITeS has been increased from 1.5 to 3.

The projected investment in the IT sector in Gujarat till 2011 is US $3.7 billion. The present IT and ITeS sectors’ turnover of US $120 million is likely to reach US $2.4 billion in the next fiscal (2010-11).

The IT products’ export growth rate has been projected at 107.3 per cent. Its estimated worth would be US $150 million.

Fifteen IT Special Economic Zones (SEZs) have already been announced in Gujarat. Of them, six each are in Gandhinagar and Ahmedabad. The rest are in Vadodara. All of them have liquor permit.

The total area earmarked for IT SEZs is 539 hectares. The six SEZs in Gandhinagar include Info City, DLF, Raheja, Gandhinagar Industrial Park, Tata and Gandhinagar Electronic SEZ. Those in Ahmedabad are Adani, City Gold Realtors, SGV Infrastructure, 3rd Eye Voice, Million Minds and Gaurinandan Property.

Jindal group to set up power plant near Simar port
Jindal group on Sunday announced setting up of a 2000 MW power plant near Simar port, along the coastline of Gujarat, with an proposed investment of Rs 10,000 crore. “We are going to set up a 2000 MW power plant along the Gujarat coast, probably at Simar with an investment of Rs 10,000 crore,” president of ASSOCHAM, Sajjan Jindal, said on the sidelines of Jain International Trade Organisation (JITO) conference. “Land has been identified, and the group has applied for various approvals for the power plant,” Jindal said. “Once the work begins, the power plant is expected to get commissioned within three years.”

Jindal, however, ruled out signing of an MoU at the Vibrant summit.

Essar may ink Rs 21,000-cr MoUs
Essar Oil is likely to ink four major MoUs with the state government with a proposed investment of Rs 21,000 crore at the Vibrant Gujarat Global Investors’ Summit 2009. An MoU of Rs 4,000 crore will be signed for expansion of refinery capacity from present 14 MTPA to 16 MTPA. Another MoU is regarding further expansion of the refinery from 16 MTPA to 32 MPTA. “We want to expand the refinery capacity considerably,” a senior official of Essar group said. The petrochemical complex, for which one MoU will be signed on Monday, will have an investment of Rs 4,000 crore. Apart from Essar, state run ONGC will also sign a number of MoUs for various projects, including Dahez SEZ and augmentation of gas processing facilities at Hazira.

Vibrant Gujarat Summit Record 4,000 MoUs to be signed!

THE Vibrant Gujarat Summit, which will put special focus on the micro, small and medium enterprises (MSMEs) of the state, will see a record 4,000 MoUs signed during the event. The MoUs to be signed under the MSME category alone promise to generate close to 9 lakh direct and indirect jobs. Thus, employment-generati on target this time will be much higher than 13 lakh jobs set during the last summit.

The number of MoUs is much higher than the 363 MoUs signed during the last summit held in 2007. This is mainly because the MSME segment alone will see more than 3,000 MoUs. MSMEs will promise to generate 2 lakh direct employment.

A top-level meeting was held on Wednesday between state government and industry representatives, and it was learnt that the state has received 4,000 investment proposals. “Although recession has gripped the world economy, Vibrant Gujarat event will be a grand success. We have finalised 4,000 proposals for MoUs and new proposals are still pouring in. However, investment is secondary for us this time because the state is concentrating on primarily employment generation,” sources told ET.

According to industrial sources, MoUs up to Rs 10 crore will be categorised under the MSME category while MoUs worth more than Rs 10 crore will be put under the respective sector heads. Industry associations have received hundreds of proposals in the last 20 days.

The Federation of Industries Associations (FIA) and Gujarat Chamber of Commerce & Industry (GCCI) are looking after the MSME participation in the high-profile summit. “This is the first Vibrant Gujarat event in which MSMEs are participating. The state has a large number of MSMEs and we are receiving good response from them. Till now, close to 3,000 MSME units have decided to sign MoUs at the summit. More than 4,000 MoUs will be signed from MSME and large industries,” FIA president Kirit Mehta told ET. However, he added that still many companies were finalising their investment proposals and the numbers might increase.

At the 2007 event, total 363 MoUs were signed which promised to create more than 13 lakh jobs. “However, this time the scenario will change as only MSMEs will sign around 3,000 MoUs with promise to generate 2 lakh direct and 5-7 lakh indirect employment,” a top official of GCCI added.

A special MSME exhibition will attract visitors. MSMEs have been given 99 stalls for the exhibition. However, players are enthusiastic and the stalls have been over-booked. “MSME companies are willing to book space in the summit and we are finding it difficult to provide stalls to everyone,” Mr Mehta added.
