Gujarat government set to hire 1 lakh people by 2012

Is the Modi government getting into election mode? Assembly elections are a good 16 months away, yet the state government has initiated several populist measures. The latest in that series is the move to hire a whopping one lakh people.

The significance of the figure could be gauged from the fact that the governemnt has been able to expand the number of people in its employ by only 2.2 lakh over the last 15 years.

As the first step towards the massive hiring exercise, the general administration department has instructed all ministers to provide it with information vacancies in their departments. The ministers have to furnish the data within three days.

Sources in the chief minister’s office said that Modi has told the ministers to give their report to Urban Department Minister Nitin Patel. According to a quick estimate, a minimum of one lakh youths will get employment if all these vacancies are filled by 2012.

CMO officials pointed out that about 50,000 youths would get government jobs this year. The home department has already absorbed the highest number of youths – 12,069. This is followed by the water supply department. Once these 50,000 people are hired, the total number of state government employees will go up to 516,936. Last year, the figure was 483,118.

At present, 27 departments have 272,176 employees and the district panchayats employ 244,760. The salary bill for these employees come to about Rs 20,000 crore a month.

15,000 employees retire every year
Sources pointed out that nearly 15,000 employees retire in a year and in this financial year as many as 14,657 would go home.

Incidentally, the state government froze recruitment for a few years and though it started hiring people about three years ago, the percentage of vacant positions in the state administration has gone up to 40.

A source in the Directorate of Pension and Provided Fund said, “We sent a report to the general administration department on employees of 30 departments who are retiring over the next six years. It is a serious situation as more than 1 lakh employees will retire in six years.”

Government Employees Association coordination committee Secretary Girish Raval said, “There exists nearly 2.3 lakh vacancies in 30 departments. This accounts for about 40 per cent of the sanctioned strength. Only education department has near-normal situation right now.”

Incidentally, despite thousands of MoUs that were signed during Vibrant Gujarat Investors summits, employment generation has not increased in the state over the last eight years. According to the MoUs, 48 lakh jobs should have been created in the state.

However, In the last eight years, only 2.7 lakh people have got new jobs. The government’s own report says that the Vibrant summits have failed to have any impact on employment generation.

In fact, the total number of employment is less than that if a 15-year span is considered. In 1995, the number of people on the government roll was 17,19,099. In 2010, the figure has risen to 19,40,002, representing a creation of only 2.2 lakh new jobs.

Age limit for vidya sahayak is 38 now in Gujarat.

The Gujarat government has decided to relax the age limit for hiring vidya sahayaks (teaching assistants) in higher primary schools by five years, even as it announced that 13,000 more vidya sahayaks will be appointed in the current year.

Giving details about the decision, state government spokespersons Jaynarayan Vyas and Saurabh Patel said the relaxation will apply across all categories of vidya sahayaks.

“The upper age limit for recruitment as vidya sahayak has been increased from 28 years to 33 years in case of general class candidates, while it has been revised from 33 years to 38 years for candidates belonging to SC, ST and other backward classes,” they said.

The spokespersons added that the decision has been taken to ensure that experienced and efficient persons, who graduated earlier but could not get appointed as vidya sahayaks having crossed the age limit, will now be eligible for the same.

State education minister Ramanlal Vora said 10,000 vidya sahayaks were appointed for standard VI to VIII for English, Mathematics and Science subjects in 2010. “Many candidates who missed out on the opportunity to be appointed as vidya sahayaks due to age factor will now become eligible for the appointment,” Vora said.

The state government has so far appointed 1.21 lakh vidya sahayaks, of whom 85,000 have been made permanent. Vora said more vidya sahayakswill be made permanent depending on the vacancies in respective districts.

Sardar Patel Statue of Unity to cost Rs 2,000 cr

It’s official. The proposed 182-metre high statue of Sardar Patel downstream of the Narmada dam will cost Rs 2,000 crore as against earlier estimates of Rs 1,000 crore.

The Sardar Sarovar Narmada Nigam Ltd (SSNNL) has invited expressions of interest from reputed consultants for the project. Already, state government officials are in talks with builders of Burj Khalifa – Samsung Construction & Technology (C&T) – to take up the project.

The state government proposes to rope in Gujarati diaspora, top business houses and general public to collect money for the project.

While officials in the SSNNL claimed money may not be a problem, a top aide of chief minister Narendra Modi said, “One has to take into account cost escalation while building such kind of a statue. It is possible that by the time the state government floats tenders, the cost of the project would have escalated to Rs 2,500 crore”.

The Gujarat government has collected Rs 55 crore for the high-profile project. Of this, Rs 50 crore has been collected from different state public sector undertakings, while Rs 5 crore has been contributed by Adani group. The PSUs have provided money from their corporate social responsibility funds.

Called Statue of Unity, to be built on Sadhu island which is about 3.5 km downstream of Narmada dam, the state government has formed Sardar Vallabhbhai Patel Rashtriya Ekta Trust to implement the project.

As per the official note, the consultant will be required to do overall area planning, including spaces for hospitality, health, education, convention and training centres, development and formulation of tourism plan and provide technical and managerial assistance for bids to invite EPC contract.

Gujarat government hires 50,000 youths this year

Gujarat government has hired 50,000 employees in 2011. With this, the number of government employees has risen to 5,16,936 from 4,83,118 in 2010. Another 20,000 youths are expected to be hired by 2012.

Maximum jobs were created in the home department. The second highest is water supply department. As many as 12,069 youths were recruited in the police department. However, there was no vacancy in education department. The sachivalaya and legislative department hired no one.

The government has focused on five departments: Petroleum, climate change, urban, woman and child, as well as science and technology. There are only 16 people working in climate change department and 40 in science and technology department.

8 new medical colleges for Gujarat

Undeterred by the Medical Council of India’s rejection of its proposals for starting three new medical colleges in the current academic year, the Gujarat government has decided to set up eight new medical colleges in the state in the next two years.

Health Minister Jaynarayan Vyas Sunday said that the the state government is going ahead with the preparations to set up eight new medical colleges, including the three for which proposals for which were rejected by the MCI earlier. ‘If not this year, we are sure to get approval for the same in the next year,’ he said.

The Gujarat government has already requested the MCI to review the decision to reject the proposals for the three new medical colleges at Sola in Ahmedabad, Gotri in Vadodara and the K.J. Mehta medical college in Bhavnagar. A high-level team led by the state health secretary and the director of medical education have already discussed the issue with authorities concerned in Delhi.

Besides these three, the state government also proposes to set up a medical college each in Patan and Valsad while the locations of the three others, for which provisions were made in the current year’s budget, would be decided soon, Vyas said. In addition, the Gujarat Cancer Research Institute had also proposed to set up a medical college in Ahmedabad, he said.

According to Vyas, two of the three colleges were granted permission earlier when Ketan Desai was the chairman of the MCI while a decision on the third was pending after the necessary inspections were carried out by the MCI team.

Following the arrest of Desai on graft charges, the MCI cancelled the previous permissions and put all the proposals for a fresh inspection by a new team which rejected the proposals.

It has only given the approval for the Adani Institute of Medical Sciences in Bhuj with a 150-seat capacity.

10,000 assistant teacher recruitment completed in Gujarat

The Gujarat government Saturday issued appointment letters to about 10,000 vidhyasahayaks (assistant teachers) recruited through an online process. Chief Minister Narendra Modi in Ahmedabad and other ministers in the various district headquarters handed over appointment letters to the teachers.

About 5,000 assistant teachers have been recruited for maths and science subjects and another 5,000 for English language.

It is for the first time that the education department carried out a centralized online recruitment process and completed the selection within a month.

Addressing the newly-recruited teachers through a satellite network, the chief minister appealed to them to be innovative in teaching.

“Lay stress on the spread of computer literacy and encourage sports, especially chess,” he said.

IBM to help create ‘Little Africa’ in Gujarat

In a bid to provide employment to youth of the African-origin Sidi community settled in Saurashtra, Gujarat government has planned to
create a ‘Little Africa’ on the fringes of Gir forest by developing a theme-based resort.

The resort to be developed on 25 acres of land would be promoted by global giant IBM. The tribal development department of the state government has entered into a tie-up with IBM India for the project.

“The Rs 10-crore project, excluding the cost of land, would be fully funded by the Gujarat government. IBM will provide expertise to select a private partner to run the resort. It will also provide consultancy to market this ‘Little Africa’ across the world to lure maximum tourists,” said Per Yorgansen, project manager, IBM Denmark, who is in Ahmedabad for IBM’s Corporate Service Corps (CSC) program.

Pallavi Shukla, senior consultant to the state government for the project, said that development work would start by March 2010 and the resort would be functional in three years.

“Around 200 Sidi youth will get direct employment. Besides, there would be plenty of indirect employment opportunities as a ‘gram haat’ to display Sidi handicraft will be set up. Every evening there would be cultural events featuring Sidi ‘Dhamal’ dance troupe, which is very popular,” said Shukla.

The resort would be a replica of a typical Sidi village. Even interiors of all the 30 rooms would have an African touch. A museum would display various facets of Sidi life in and around Gir, especially their interface with the Asiatic Lions.

The Sidi community came to India from East Africa as slaves around 500 years ago. Their population is currently 10,000 in Gujarat, concentrated mainly on the periphery of the Gir forest in Junagadh district.

Hyundai may set up plant in Gujarat

Auto major Hyundai has said the company does not rule out the possibility of setting up a manufacturing facility in Gujarat in the
future. Hyundai Motor India Limited (HMIL) managing director H S Lheem said here on Tuesday that the company was invited by the Gujarat government to set up a manufacturing facility in the state.

“We don’t have any immediate plans. But, we will surely consider Gujarat whenever we have a future plan in place,” said Lheem, who was impressed by the state’s support to Tata Motor’s Nano project. He was in the city to inaugurate a new dealership Aldiam Hyundai’ in Makarpura.

About the company’s plans, he said after launching the LPG model of its popular model Accent Accent Eco, HMIL will roll out diesel model of i-20 by end of this year and it is also planning to roll out another mini car in the coming year.

“We also plan to introduce a car that is smaller than Santro,” said Lheem, adding that the new car will be bigger than Nano and priced at Rs 2.5 lakh.

Lheem, however, refused to divulge details about the exact year in which the new car will be launched. “It will come within a couple of years,” he said.

While inaugurating the 17th dealership in Gujarat taking the total number of dealers in western region to 57, HMIL hoped that its dealer’s network will be further strengthened to around 300 by end of 2009 from the present strength of 255 operational dealers

Education Campus Changa to get university status

Education Campus Changa (ECC) is all set to get private university status from the state government. The educational campus managed by
Shri Charotar Moti Sattavis Patidar Kelavani Mandal, which so far offers programmes in technical professions, has also chalked out a Rs 250-crore plan to enter into healthcare education and delivery system this year.

According to sources, ECC which has been waiting to become Charotar University of Science & Technology (CHARUSAT) since its inception in 2000, is set to get state government’s nod during the monsoon session of state Assembly that ends in July.

ECC was set up on 100 acres of land in 2000 when it had started an institute with Rs 3 crore investment. So far, the trust Kelavani Mandal has already invested Rs 500 crore in five different institutes and an R&D centre that offers 14 programmes including engineering, pharmacy, MBA, MCA and applied sciences with nearly 3,000 students.

“The mandal has envisaged foundation of healthcare in two areas. One is healthcare education where we plan to establish institutes for teaching and research. Another is healthcare delivery where we plan to establish hospitals and hold camps for community health and start mobile clinics,” said ECC’s registrar Devang Joshi, adding that for this the mandal has earmarked 48 acres of land.

Initially, they will offer 110 seats, with 60 seats in BSc nursing and 50 seats in BSc physiotherapy.

“As of now, we plan to start with three institutes namely Charotar Institute of Nursing and Charotar Institute of Physiotherapy from July 2009 and Charotar Institute of Dental Sciences & Research by 2010. Hence, along with three independent colleges, initially a full-fledged hospital with 100 beds will be established as a separate entity. Gradually, the hospital capacity will be augmented to 400 beds and eventually to 500 beds facilitating start of MBBS programmes. All this would take shape with Rs 250 crore estimated investment,” said Joshi.

To initially kick off the BSc nursing and physiotherapy courses from this academic year, ECC has also entered into an agreement with two popular healthcare trusts of the region, including Jalaram Janseva Trust of Dharmaj and Mahagujarat Hospital of Nadiad where students enrolled in BSc nursing and Bachelors in Physiotherapy (BPT) will be given training in hospitals managed by the two trusts.

ECC has handed over the task of designing the upcoming institutes to architect Bimal Patel, who has designed the Sabarmati Riverfront project.
