The nine-member delegation, led by Chairman of Japan Development Institute Dr Shoichi Kobayashi, has proposed to set up an eco township modeled on Kitakyushu township in Japan in Delhi Mumbai Industrial Corridor (DMIC) area here and another township GRMAZ at Dahej, said a government release.

Planned on a 500-acre land, the proposal, put up before Modi on Wednesday, includes a dozen-odd satellite eco-towns across Gujarat — each on 10 to 15 acres in polluting industrial areas of Ahmedabad, Surat, Vapi, Panoli, Jamnagar, Kutch and Alang. The Japanese government has offered to turn Alang into an eco-friendly destination. To be jointly developed with Gujarat Environment Protection and Infrastructure Ltd (GEPIL), a private company promoted by Luthra group, the proposal aims at recycling and recovering 90 per cent of the industrial waste and reuse it as raw material. Details of the Japanese funding are being finalised.

The delegation members stressed that Japan is keen to make investment in the state, which is industrializing rapidly, it said.

The members also discussed various sectors like ship building, ship recycling, wind energy and fisheries with the Chief Minister and senior government officials.

The Gujarat government officials made presentations about the initiatives taken by the state government in various fields like industry, energy, environment and climate change in the state.

After a yawning gap, the multi-crore Delhi Mumbai Industrial Corridor (DMIC) got a fresh impetus on Tuesday when the Japanese government committed Rs 130 crore as engineering services loan (ESL) for the dedicated freight corridor project’s crucial phase I. The news was welcomed by state industries and mines department.

Almost 38 per cent of the dedicated freight project lies in Gujarat. Halcrow Consultancy will submit project reports and feasibility studies for Gujarat by December this year, according to department sources. The total worth of the DMIC project is $90 billion.

ESL indicates that the multi-crore project is ready for contracting. The loan bears basic costs of preparing tender documents, socio-economic impact studies, setting up of standard parameters for designing the freight corridor. The process will be completed within a year. Besides, a Rs 50-crore budget was extended for overall project.

It was only in May this year that there was brief fallout between Union government after the Japanese government set strict conditions for funding the project. The conditions included a comprehensive sovereign guarantee by Union government for the project that will also extend to overdue charges, penal interest for delays, penalties for late repayment as well as payment of components, including taxes and duties components.

At least four projects from Gujarat have been projected as early bird projects, which include regional metro rail, Ahmedabad-Vataman-Pipli-Dholera six-lane highway, international airport and integrated mega industrial park in Dholera.

The dedicated freight corridor is 1,483-km long, of which 38 per cent lies in Gujarat while Rajasthan constitutes 39 per cent of the total length of the corridor. This dedicated freight corridor envisages a high-speed connectivity for high axle load wagons (25 tonne) of double stacked container trains supported by high power locomotives. This corridor will be equipped with infrastructure such as power facilities, rail connectivity to ports en route. A band of 150 km, the influence region, has been chosen on both sides of the freight corridor to be developed as the DMIC.

“Once Halcrow Consultancy submits its report, detailed engineering contracts will be drawn starting December this year. The dedicated freight corridor requires frequent reviews. Issues like constitution of special purpose vehicle also needs to be formed,” says a senior official in industries and mines department.

Vibrant Gujarat Global Investors Summit 2009 is going truly global this time around with delegations from about 30 countries likely to participate in the event. With Japan as an international partner to the event, the state is likely considerable investments in Delhi-Mumbai Industrial Corridor (DMIC) region.

While Uganda, Canada, Italy, Korea and Russia have shown interest in sending officials from the ministry level along with business delegation to the event, the state is in process of getting government participation from more countries.

“Business delegations from countries like US, UK, France, China, Germany, Taiwan, Australia, and Malaysia have shown interest in participating at the event. Besides, many African countries have shown interest in participating at the event,” according to senior government officials.

Earlier in December over 65 British MPs have signed an Early Day Motion (EDM) to support the Vibrant Gujarat campaign. It was for the first time in British Parliament history that so many MPs have supported for an event happening outside the country.

Headed by Japanese Ambassador to India Hideaki Domichi, the 18-member contingent from Japan would be accompanied by Japan External Trade Organisation (JETRO).

Many NRIs and NRGs are likely to participate at the event, according to an official.

The platform of the event will be designed in such a manner that the chief minister would be surrounded by delegations belonging to different parts of the globe, sources familiar with the development said.

The event is likely to attract investments to the tune of Rs 6-7 lakh crores from various sectors including infrastructure, power, oil and gas, shipbuilding, automobiles, tourism, pharmaceuticals and so on, according to sources. The focus will also be on small and medium scale industries and cluster development.

Top industrialists including Mukesh Ambani, Anil Ambani, Ratan Tata, Sunil Bharti Mittal, Gautam Adani and Shashi Ruia are likely to attend the inaugural session of Vibrant Gujarat Global Investors’ Summit (VGGIS).

The 4th Vibrant Gujarat Global investors’ summit 2009 is to be held on 12th & 13th January 2009 at Science City, Ahmedabad. The focus of this year summit will be based on ‘Globalization of Gujarat Tourism’.

Companies like Mitsubishi, Nissan, Toyoto and Honda are likely to attend the Summit. Among the issues to be discussed will be ‘Mini Japan’, an exclusive city meant for the Japanese to be located between Dholera and Fedra, where an international merchant airport has been planned.
